We will hang the 40mm neon horizontally between rigging points, so it looks like power lines between poles. The neon hangs in the air with a natural sag. At each end we attach with 2 stainless rigging rings (doubled) plus 2 safety cables.

The tension is much more than the weight. The flatter (tighter) we pull the neon, the higher the force at each end. The table below shows the tension at each end for different spans and sag amounts, using an assumed weight of 1.2 kg/m (please confirm the real weight).

Values are the tension pulling on each end of the neon, calculated with the standard cable formula T ≈ w·L² / (8·s). Example: a 10 m span pulled fairly tight (0.25 m sag) puts about 60 kg of pull on the neon ends. That is why we need the maximum rating.
